Eileen Norman MPA
Executive Director
Eileen Norman joined San Francisco IHSS Public Authority in July 2016 as Deputy Director and became Executive Director in May 2021. Prior to joining the team, Eileen worked at multiple nonprofit organizations throughout San Francisco focused on supportive housing, public health, and economic disparity. After graduating from UCLA with a degree in Sociology, Eileen first started her career path volunteering for an HIV/AIDS education organization in rural Tanzania. At the end of her volunteer work, she wanted to bring that desire to improve public health and community support back home to San Francisco, where she is a 3rd generation Bay Area native. She went on to get her Masters in Public Administration from San Francisco State University. Outside of work, Eileen is often out hiking the many trails and parks throughout San Francisco.
Eren Gutierrez
Deputy Director
Eren Gutierrez joined the Public Authority in June 2014 and began her position as Deputy Director in July 2021. Eren is responsible for the operational quality and efficiency of the programs offered at the Public Authority. Previously, she was the Registry & On-Call Program Manager and played a central role in developing and implementing large-scale projects and systems. She is inspired by community activism and a strong desire to help improve the quality of life of our community. Eren brought over a decade of leadership and operations management experience. She studied Business and Non-Profit Management at SFSU and has an AA degree in Social & Behavioral Sciences. In her spare time, Eren enjoys exploring the bay area with her family.
Rick Mena
Director of Finance & Operations
Richard Cox Mena (Rick Mena) has over 20 years of experience in government, education, and non-profit finance. He was previously the Director of Finance for the University of California Berkeley’s School of Public Health. Additionally, he has worked for the San Francisco Private Industry Council, Ariba Juntos and the San Francisco Mayor’s Office of Children, Youth and Families. He Specializes in Finance Planning and Analysis, and process and procedure development. Rick has a BA in Urban Studies with an emphasis in Policy Analysis from San Francisco State University. Rick spends his spare time hiking through the outdoors of the East Bay, developing entrepreneurial pursuits, cheering for the Warriors and the A’s and aiding in the care of an elderly parent.
Josh Flynn
Registry & On-Call Program Manager
Josh joined the Public Authority in April 2019 working with the Mentorship Program as the Community Engagement Coordinator and accepted his current role as the Registry & On-Call Program Manager in November 2021. Josh manages the team of Registry Counselors, Registry Specialists, and our On-Call Coordinator. Before coming to the Public Authority, Josh worked for a non-profit social service agency in Portland, Maine, where he developed and managed several programs, serving individuals with intellectual/developmental disabilities and mental health challenges. In his free time, Josh enjoys taking advantage of all San Francisco and the Bay Area has to offer, from nightlife to urban hikes and everything in between.
Perry Vermilyea
Mentorship Program Manager
Perry has been with the Public Authority since April 2016 as the Mentorship Program Manager. He has 30+ years in the non-profit arena working primarily with youth, people with disabilities and older adults. He holds a BA from the University of Santa Cruz in Women’s Studies. His non-working hours are spent enjoying his family, cooking, playing softball, reading, writing, and rooting on the Giants.
Jenny Asinc
Operations Manager
Jenny Asinc recently joined the SF IHSS Public Authority. She is responsible for the daily operations of the Benefits, Fingerprint Process and PPE Department. Jenny comes with 19 years of operational and management experience working at a fast-paced community clinic. She received her bachelor’s degree in Sociology and Latin American Studies from San Diego State University. When not a work, Jenny enjoys spending time with her family, travelling or volunteering at community events.
