Kelly Dearman JD, MA
Executive Director
In addition to serving as the Executive Director of the Public Authority, Kelly Dearman is a member of the Long Term Care Coordinating Council, the Palliative Care Work Group and the In-Home Supportive Services Task Force. On a state level Kelly serves as the Northern Region Vice President of the California Association of Public Authorities. Prior to joining the Public Authority, Kelly served on the SF Human Services Commission, started her own non-profit to provide first-time home buyer assistance for low income residents of the City, and practiced law specializing in elder issues. Kelly received her BA from UC Berkeley, JD from Hastings College of the Law, and MA in political science from Rutgers University.
Eileen Norman MPA
Deputy Director
Eileen Norman began her position as Deputy Director in July 2016. Eileen is responsible for overseeing program operations and success. She has worked in support services in San Francisco for over a decade, including work in homeless services, public health, and disability advocacy. She holds a Bachelors degree from UCLA and a Masters of Public Administration from San Francisco State University.
Loc Chau
Director of Finance & Operations
Loc Chau is the Director of Finance and Operations at SF IHSS Public Authority. Loc is the organization's financial leader and focuses his time on financial strategy, planning, and operations. He has over 15 years of experience in government and non-profit accounting. He holds a Bachelor of Science in Business Administration from San Jose State University.
Eren Gutierrez
Registry & On-Call Program Manager
Eren Gutierrez joined the Public Authority in June 2014 and became Registry & On-Call Program Manager in July 2016. Eren is responsible for the operational quality and efficiency of both programs. She is inspired by community activism and a strong desire to help improve the quality of life of our community. Eren brought with her over a decade of leadership and operations experience to the Public Authority, moving to the non-profit world after a 15-year career in the Sales & Marketing industry. Eren studied Business Administration at CSM, and SFSU. In her spare time, Eren loves to travel and explore the Bay Area along with her family.
Perry Vermilyea
Mentorship Program Manager
Perry has been with the Public Authority since April 2016 as the Mentorship Program Manager. He has 30+ years in the non-profit arena working primarily with youth, people with disabilities and older adults. He holds a BA from the University of Santa Cruz in Women’s Studies. His non-working hours are spent raising a family, playing softball, reading fiction, writing, and rooting on the Giants.
